The Erasmus Mundus MAPP Scholarship 2027 is open for students interested in public policy, governance and international development. Applications are being accepted for the 2027-2029 intake. If you want scholarship consideration, submit your application by 1 December 2026 at 23:59 CET.

This two-year master's programme is taught at two partner institutions in two countries. You choose a study track that matches your interests, rather than spending a semester in every consortium country. The programme combines academic study with practical policy work.

Selected Erasmus Mundus scholars receive a full tuition-fee waiver and a EUR 1,400 monthly contribution. Institutional scholarships and self-funded places follow different financial arrangements. This guide explains those differences, the current eligibility rules and the application steps.

Programme Overview and Study Tracks

The consortium brings together Central European University in Austria, the International Institute of Social Studies in the Netherlands, IBEI in Spain and the University of York in the United Kingdom. Your selected track determines the two institutions you attend.

Four Mobility Tracks

  • CEU-IBEI: Global Public Policy, with Year 1 in Vienna and Year 2 in Barcelona.
  • CEU-York: European Public Policy, with Year 1 in Vienna and Year 2 in York.
  • ISS-IBEI: Political Economy and Development, with Year 1 in the Netherlands and Year 2 in Barcelona.
  • ISS-York: Governance and Development, with Year 1 in the Netherlands and Year 2 in York.

Compare the official study tracks before choosing. Think about the policy questions you want to investigate and the skills you need for that work. A clear academic reason for your choice will help you write a more focused application.

Graduates receive a joint Master of Arts in Public Policy from the two institutions they attend. This is one integrated master's programme. Internships, research and a thesis form part of the learning experience.

For example, someone interested in public services could compare how the governance track approaches institutions and development. An applicant interested in international organisations could examine the global policy track. These are starting points for your own curriculum research.

Erasmus Mundus MAPP Scholarship Benefits

EMJM Scholarship - Fully Funded

A limited number of the highest-ranked applicants receive the EMJM scholarship. Selected scholars receive the following benefits:

  • Full tuition-fee waiver for the programme.
  • EUR 1,400 monthly contribution for up to 24 months.
  • Maximum monthly-funding total of EUR 33,600 over 24 months.
  • Health insurance arranged by the consortium for enrolled students.
  • Study at two partner institutions in two countries through the selected mobility track.
  • Additional disability-related financial support may be available, depending on individual needs.

The monthly contribution helps with living, installation, travel and visa expenses. It is not a separate flight allowance or a promise that every expense will be reimbursed.

Institutional Scholarship - Separate Partial Award

  • One institutional scholarship is available per study track.
  • Recipients receive a 50% tuition-fee waiver at both institutions.
  • No monthly stipend is included in this institutional award.

Admission alone does not guarantee either scholarship. Previous EMJM scholarship recipients cannot receive another EMJM scholarship. Scholars cannot combine the award with another EU-funded EMJM scholarship during enrolment. Read the official financial aid conditions before accepting funding.

Fees and Costs to Plan For

  • Published tuition before a waiver: EUR 13,000 per academic year, or EUR 26,000 for the programme.
  • Study visit: approximately EUR 600-1,000, depending on the destination.
  • Winter school: approximately EUR 600-1,000, depending on the destination.
  • Travel and visa expenses: students must budget for these from available funds; a separate flight allowance is not guaranteed.

Check the official tuition and payment schedule for your track. Self-funded applicants should review deposits, immigration payments and living-cost requirements before accepting an offer. Keep an initial cash buffer for costs before arrival or the first scholarship payment.

Who Can Apply for Mundus MAPP?

Applicants from within and outside Europe can apply. The current official admission requirements include the following:

  • A recognised bachelor's degree of at least three years.
  • A minimum GPA of 3.17 out of 4.0 or equivalent, and Upper Second/Class 2.1 where applicable.
  • A suitable academic background. Social science graduates receive preference; applicants with bachelor's degrees in Natural Sciences or Engineering are not eligible.
  • For applicants who already hold a master's degree, the stated grade threshold also applies to that qualification.
  • Physical study periods in two countries, each worth at least 30 ECTS. Both countries must differ from your country of residence at application/enrolment.

Work experience is not compulsory, although relevant experience receives preference. Applicants to IBEI tracks need an undergraduate qualification that permits entry to master's study in its country of issue.

English Language Requirements

  • IELTS Academic: 7.
  • TOEFL iBT: 95 on the 0-120 scale or 5 on the 1-6 scale.
  • PTE Academic: 76.
  • Duolingo: 130.
  • Cambridge C1 Advanced or C2 Proficiency.

Test validity is two years for IELTS, TOEFL, PTE and Duolingo, and five years for the Cambridge qualifications. Submit the required result with your application; late test scores are not accepted.

English-language waivers depend on specific citizenship and previous-study conditions. An English-medium degree does not automatically qualify every applicant. Read the waiver rules in the official programme FAQs. ISS-track students may face additional visa-related language requirements.

Before paying for a test, compare your existing qualification against the published rules. If your situation is unclear, ask the admissions team for a written answer. Keep that answer with your application records.

Documents Required for the MAPP Application

Prepare your files using the official admissions checklist. It is more reliable than using a general scholarship checklist alone.

  • Academic transcripts and degree certificates, with official English translations where required.
  • An interim transcript and university confirmation if you are still completing your first degree. The checklist specifies expected completion by 15 August 2027.
  • A CV or resume. The programme permits any format.
  • A statement of purpose of no more than 500 words, explaining your motivation, research interests, relevant experience, career plans and selected track.
  • Two recommendation letters, preferably including at least one academic reference.
  • Required English-language evidence.
  • Relevant master's-level records if you have undertaken postgraduate study.

Register your referees in the application form. After you submit, they receive links and have seven days to upload their letters. References sent separately by email, fax or post are not accepted.

Organise your files with our scholarship document checklist, then compare each item with MAPP's requirements.

Make the Statement Specific to Your Experience

Start with a policy problem you have studied or encountered. Explain what happened, what you learned and what you still need to understand. Connect that question to your chosen track rather than listing every university in the consortium.

A useful draft might describe a research project, a local public-service issue or an internship task. Use only experiences you can explain honestly. Cut broad claims that could fit any applicant, and check that the final version stays within the word limit.

Ask referees early and send them a short summary of your plans. Our scholarship recommendation letter guide explains how to request a useful reference. Your referee should write their own assessment of your work.

How to Apply for the Erasmus Mundus MAPP Scholarship

  1. Read the official application instructions and check your eligibility.
  2. Select a single mobility track. Applications are centrally managed by CEU.
  3. Open the CEU application portal through the programme website and create your applicant account.
  4. Complete the form, upload supporting documents and register your referees.
  5. Indicate that you want financial aid consideration in the funding section. There is no separate scholarship application.
  6. Review your application and submit before the scholarship deadline. Save the submission confirmation and monitor referee uploads.

MAPP-only applicants do not pay the CEU application fee. A fee can apply if you also apply to other CEU programmes. Submit directly through the official process.

MAPP Application Deadlines for 2027-2029

  • 1 December 2026, 23:59 CET: financial aid applicants and early self-funded applications.
  • 15 April 2027: self-funded applicants residing outside the EU/EEA.
  • 1 July 2027: self-funded applicants residing within the EU/EEA.

The later self-funded rounds do not extend the scholarship deadline. The official calendar lists first-round decisions, including EMJM scholarships, for 14 April 2027. Confirm all dates and the displayed time zone on the official admissions calendar.

Final Checks Before Submission

  • Open every uploaded file to check that all pages are readable.
  • Match the spelling of your name across the form and academic records.
  • Check your selected track, funding preference and referee email addresses.

Submit early enough to resolve upload problems. After submission, check both your portal and email, including the spam folder. Keep alternative funding options in view through our master's scholarships directory.

Official programme information reviewed on 17 October 2026. Scholarship selection is competitive, and an admission offer does not guarantee funding.
